Weird disribution agent error

I had a strange problem after a refresh of development where no processes would post. Both unix and windows process schedulers were crashing with the following error:

This is a very unhelpful error to say the least. After a lot of digging, someone suggested we check the integration broker settings. All seemed OK except it said the domain was inactive. I activated it and saved. After a restart the process scheduler started posting.

However, on going in again, it seems that the domain is still inactive. It does not make sense!
